Skype 2.5 is available for Android phones:

Whats new in Skype 2.5?:
Video support for an additional 14 Android devices.Total count of devices which support video calling reaches to 41
Video enhancements, video calling support in portrait and landscape mode, with double tap to zoom
Improved support for Bluetooth headsets.
No more ads for  skype premium subscription users, calls made using Skype credit.
Now ads will be visible only for free skype calls
Editing and deleting IM messages support
Skype will not restart in background after logging off.

Important Note:
If your device is having Android 2.2 (Froyo) or higher and it is not listed in the newly supported android phones to skype 2.5 then enable video calling in Skype settings manually.

In Android 2.2 front camera does not work, because there will be no access to front camera through API's. Front camera supported in the Android 2.3 Ginger bread version onwards.
